Most of the time I would agree with this statement, however, what about the time where you have just met someone and the things you do or say are seen in the wrong light or misunderstood, and that is how the person perceives you to be?
Life is a funny thing. There are so many varieties of people and personalities, it is impossible to always be 100% understood by others. We are not always able to portray the person we are perfectly to others, all the time.
Once you get to know a person and form a strong relationship with them, I would then say that 'you are what you do'. For example, if you are someone who enjoys getting completely smashed and dancing half naked on tables in public places (and acting slutty), it shows what kinds of morals and values you have for yourself. I believe that we act according to our morals and values and that is how you can see what kind of person you are. These actions portray who you are, and therefore it can be said that: 'we are what we do'.
